cells become cancerous if there is no regulation in the cell cycle. for example when there is a mutation on the P53 gene that is able to stop the cell cycle when there are mistakes or abnormalities.

Cells become cancerous when multiple, successive mutations accumulate in DNA. These mutations can be caused by any number of things like exposure to toxic chemicals, ultraviolet radiation and viruses. These mutations affect the sequence, hence the structure and function of the protein products from the affected DNA, to the end result that the cell loses the ability to regulate the rate at which it divides.
