Chloroplasts are green plastids found only in green plant cells. They are 4-6 \[\mu\]in diametre, surrounded by a double membrane

To answer your question: the highest density of chloroplasts is found in the mesophyll. This is directly beneath the epidermis. The cells are formed like palisades (palisade layer) for maximizing the chloroplast density. Below, in the spongy layer, you will also find chloroplasts, but not that many - the spongy layer provides simple air space.
