Are quotation marks used to delineate a character's unspoken thoughts in a piece of fiction? If not,is there any way that those thoughts should be identified?

Accordin to what I know, no. Quotation marks are utilized to explain something outside the text, but characters' thoughts could be written in brackets or hyphens

Yeah, you generally won't see thoughts written in quotations in literature. They are be italicized, although this is pretty colloquial, or what Lilia said. Also, most fiction will try to avoid saying " " thought John. It's usually better to demonstrate that John thought whatever he did, instead of just stating it. Like "the event struck John as pretentious and elitist" rather than " 'this event is so pretentious and elitist' thought John". Obviously, different styles will do different things, but in general the convention is to try to avoid explicitly stating the character's thoughts in quotes or other symbols.
