so the inequality is \[14 + x \le 3\]

now we always leave x where it is and move the numbers to the other side

when moving a positive number to the other side it will give me a negative number e.g +4 moved to the other side will give me -4

sorry the number that is on the same side as x we move to the other side so we have x by itself

so anyways that is what the inequality will look like after moving +14 to the other side giving you -14

with negative numbers you can look at it two ways either 3 - 14 or -14 + 3
