It's very simple, simply look in the graph for what x corresponds to y=13.

as @Ringlum says, the graph represents the function:\[y=x^2+4x+9\]so if you find the point on the graph where y=13, then you have basically found the point that corresponds to:\[13=x^2+4x+9\]so the x coordinate of that point will be the solution to the given equation.
