Depends upon what you are modeling but in general use a smaller measurement to represent a larger one. For example, is you want to model a room in your house, you might use 1 in on the paper represents 1 foot in the house.

Divide 48 by 18 that will give you the number of inches that represent 1 foot. That is, it will give you inches per foot
