How do you graph a local minimum value that is greater than one of its local maximum values.? that even possible?

It's possible. A local minimum is a point that's smaller than all the points in a "neighbourhood" around it.

OpenStudy (mr.math):

But the global maximum is the point that has the highest value in the domain of the function, and the global minimum is the point with the lowest value.

It doesn't make sense huh?
