My suggestion would be to spend some time reading about this issue on the web (e.g. the wikipedia article about welfare) to become more informed. Think about it carefully enough to form some specific, crisp opinions. Then you'll be able to think about how to formulate those opinions into an essay.

If you wanted to go the style of, say, Malcom Gladwell (in The New Yorker), he usually starts with a specific anecdote (e.g. the story of someone trying to find a job), then widens and generalizes to show how that person's story is representative of a larger trend. That style works well because it makes the reader emotionally connect with the topic by tying it to a person's personal narrative.

okay, that's great. this is a topic you know about, and you just formed an argument as to why PR is better and how ANTM could be made better. you can take that core of your opinion and beef it up into a full-scale essay. your essay about personal responsibility vs environment is basically the same except it's on a topic that you don't currently know about. so your job is to read enough about it to form an opinon, then come up with a list of reasons why you think your opinion is right, just like you did with project runway.

ok, the fact that people struggle to find jobs isn't really your opinion, that's a fact stated by the problem. the fact is that there are a lot of poor people who struggle to find jobs. your essay is supposed to answer the question of *why*
