Keep in mind that f^2, f, and the constant can only be added to like polynomials (f^2 to f^2; f to f, etc). The first one can also be read as (13f^2+0f-4) and the second as (7f^2+21f+0). Therefore, it will be (13f^2+7f^2)+(0f+21f)+(-4+0). Add those up and the sum will be 20f^2+21f-4
