The city wants to buy a new parcel of land to build a new recreational park. What environmental factors need to be investigated before purchasing the land?
This question is really too open ended to be answered. People write huge hundred page reports on subjects like this. In very broad terms I'd say the city needs to investigate the effects which land use has already had on the land. Is it heavily polluted? Has it been used as a toxic waste dump? If it has, building merry-go-rounds and swing sets for children is not a good idea. It also needs to look at the effects which setting the land aside would have on the surrounding community. Will it increase runoff and drainage? Will it provide a buffer between a highway and a living community? The answer also depends on the size of the reserve. If you're talking about forming a ten thousand acre National Park, then factors like preserving biodiversity will also come in to it. If you're talking about dedicating half an acre to build a playground, preserving biodiversity won't be an issue unless you're talking about squirrels and pigeons. That's as fully as I'm going to answer that question.
