I think the most likely answer is actually C. Organic fertilizer is more environmentally friendly, but if you use it too much it would still cause run off.

agriculture doesn't really encourage not using fertilizers, quite the opposite. B is a temporary solution to the problem. C I'm tempted to say this can reduce run off for law abiding citizens D is tricky since organic fertilizers are good since they're biodegradable, but heavy use can still cause run off.
