In order to find the parallel of any line simply flip over the mx or in this case 2x giving you y=1/2x+6. I presume...

plug in means ; use the (x,y) point given and plug in those values for x and y into the equation to determine a value for "c"

parallel is same slope; perp is flipped and negate slope
