point - slope \[y-y_1=m(x-x_1)\] where \[m=-2,x_1=2,y_1=-3\]

plug the numbers into the formula and you will get \[y-(-3)=-2(x-2)\] \[y+3=-2x+4\] \[y=-2x+1\]
