On a serious note, it depends on what you mean by the question. "Germs" is a biologically indistinct term: it can mean any infectious agent, which includes bacteria, viruses and even bigger parasites. While they can't exactly clog up the entire body - except when they literally impair bowel function as noted by eraxus - they can impair the functioning of the cells, tissues and organs affected by a specific invading organism to the point where the person gets sick or even dies.
