just turn a wheel with slits in it, shine a lamp on it, and place a mirror 500 meter or so away. Turn the wheel, look through the slits and vary the speed of the wheel until you see light in the mirror. Measure the wheel rotation speed. Now you can derive the speed of light on earth.
