A segment congruent to CB (has segment symbol over it) and an angle congruent to ∠ACB I was leaning toward it not being possible, would I be headed in the right direction here? (see picture for clarification)

just keep in mind that congruent means the same measure as, so you're being asked to draw a segment with the same measure as AB and and angle the same measure as angle ACB

what is throwing me is because I would read the angle as angle CAB and when I visualize it the way they are asking I don't see that forming the same angle I am looking at. I just need a little clarificiation, I may simply be overthinking this

and then when they say segment CB, i see that as the opening of the angle with no line connecting the two segment points

the angle given in the picture is angle CAB, true, but if you connect points C & B to form segment CB, you will be able to see angle ACB (the middle letter is the vertex of the angle)

Draw a line and use your compass to mark A and B on it. Then use your compass to draw two circles to locate point C. Then you can draw the other ray.
