When talking of some occasion, we generally use the preposition 'on'. Adding 'on' after 'today' in B shall correct that sentence. Moreover by 'today' we are talking of the present, but the verbs describe the past. It could be: Today, on the anniversary of the World Trade Center attack, federal officials have stressed that they have instituted stricter procedures to prevent another attack. C is incorrect in the sense that 'moment' refers to a point of time, while 'anniversary' denotes a single day. We cannot simply relate between a point of time and a much larger period of time.
