Yes, that "neither" is out of place. It ought, at the very least, to be "nor."

It's still somewhat awkward. You might also do this, getting rid of that double phrase "to operate" --

...the kind of watch that does not need a battery, nor does it require winding, to operate...

Or this, trimming even further --

...the kind of watch that requires neither a battery nor winding to operate...
