Yes, that "neither" is out of place. It ought, at the very least, to be "nor." ...the kind of watch that does not need a battery to operate, nor does it require winding to operate... It's still somewhat awkward. You might also do this, getting rid of that double phrase "to operate" -- ...the kind of watch that does not need a battery, nor does it require winding, to operate... Or this, trimming even further -- ...the kind of watch that requires neither a battery nor winding to operate...
