I know the one point will be (6, -8) so my question is do I then go from the first point and then move one over and three up to get the next point?

The slope is always "rise over run"

-1/3 is -1 rise and 3 run

ok so making the next point then being (3, -7) or (9, -7)
or am I doing this all wrong?

yeah, that (3,-7) is correct
then just connect with a line and you're done
