No, we can reduce the problem into finding the probability of EXACTLY 2 boys or EXACTLY 2 girls given 4 people. that makes it easier.

well, essentially, for C, we calculate the probability of getting 2 girls then 2 boys, and then multiply it be 4C2 because order doesn't matter.

It's hard to explain, but even though the number decreases by one time, no matter what order you select the boys and girls from, you would still get the same probability. Thus we simply multiply that probability by the number of combinations that are possible.
