i think a) is the right answer as anyway the light is going from a rarer to denser medium(from water/air to lens) so its principles remain same i found this with the hepl of the r.i value given spped of light in water is less slow than speed of light in lens(find this with ur intuition) so i can say that lens is more denser then the effect is gonna remain the same(converging factor) |dw:1333529710847:dw| as u can see somewhat in the diagram that is wat presumably happens inside a lens refraction thry both sides of lens so anyway light is now going from a denser to rarer media and it bends away from normal(NN') but u can see that water being denser tahn air will offer less converging power(theta angle being smaller so it may converge but some place after focus point
