It's actually a congenital mutation, but more common than you would think. I have a polydactyl bengal kitty and know several others who have had cats or dogs with extra toes. i will say mutation or allelic form of gene rather than mutatation in chromosome. in genetics, penetrance is a term which is more important in such cases
