I think it's more than that actually. Let's just consider that runner #1 finishes first :
#1,#2,#3
#1,#2,#4
#1,#2,#5
#1,#2,#6
#1,#3,#2
#1,#3,#4
1,3,5
1,3,6,
etc. etc.
I'm not very good in probabilities, so I don't know what formula you should be using, but it's definitely more than 20
