I think that the question is incomplete. You have to provide the whole info that preceds that question. Otherwise, it really doesnt make sense

If I had to take a guess, I would say "At most 4." However, the wording is quite terrible, so I can't be sure about anything, except that "Exactly three" is not correct. That answer is wrong no matter how you cut it.
