If you are talking about doing it to a computer screen, then it will make it so that there are fewer pixels per inch or centimeter or whatever. If something has a higher resolution, then it means that it is a higher clarity, and everything is more defined. It's like the difference between HD and SD. Lowering it can be good sometimes though, because higher resolutions take longer to load, and make larger files.
