I think it's actually a little after that. @leonasmart 's answer describes the formation of the zygote...but I believe the completed seed takes time to develop.

I think what she means is this: during gametogenesis, both kind of gametes stop before reaching a completely mature state, but during puberty in girls every month one egg or oocyte undergoes its second meiotic division when it finally reaches its mature state and its ready to be fertilized by the sperm.

@Phascolarctos: What I assumed was that the asker was referring to plants, actually! Your response definitely accurately describes the ongoings of human reproduction though.
