Technically, what you are looking for is the domain of the function. Well, let's remember that zeroes in the denominator isn't allowed. It makes the function undefined. Also, we don't want any negative numbers inside "even-indexed" radicals (such as 4th root of -1, square root of -100, etc.). In this case, we don't have radicals, so we only take note of the first restriction. The denominator shouldn't be zero. So x-3 should not be zero, x should not be 3. 3 is the excluded value.
