True. The President has 10 days while Congress is in session to sign or veto a bill that reaches his desk. If he neither signs it, nor vetoes it within that 10 day period, then it becomes law. However, if Congress adjourns before the President acts on a bill, it will not become law. This is called a Pocket Veto.
