I'm leaning towards D. The U.S. Attorney General ended the strike by citing the Sherman Anti-Trust Act.

The AG cited the Act because the strike affected the transport of goods and services on a national level. There was also the interruption of mail service which also brought this closer to Federal attention.

However, it didn't avoid all of the violence that accompanied other strikes. Federal soldiers were sent in when the strikers refused to go back to work and made things worse with further protests.
