look, the question says you have to get the y variables elininated by adding. the second eq has -5y. so if the first eq had 5y, then when you add 5y and -5y you get 0 and therefore you have eliminated the y variable. so to get 5y in the 1st eq, multiply all members of that eq by 5. ok?
