Is the local are network (LAN) provided by internet service provider (ISP)?

No it is any computer / device on your side of the router that the router's dhcp assigns an "LAN" IP a firewall like program called NAT translates the inside passed out dhcp ip to the outside ISP IP when you send data to the internet....a typical LAN IP passed out by say a linksys router is 192.0.0.1 and refers to the routers LAN IP ........a typical LAN IP that you might see for a computer / device is 192.168.1.6 .........if you have NAT turned on which is usually on by default then your computer is fairly safe from intruders unless you are using port forwarding to punch holes in NAT so you can have two way communication with the internet or running a webserver whatever u have.....if you have ports open/forwared then your computer is not stealthed and I suggest you configure either zonealarm free or windows firewall and monitor network activity with a minimalist traffic monitor such as TCPview and or sysinternals process explorer softwares.

In a generic agreement, the ISP provides access to the Internet. For an additional charge, many will setup and manage a LAN for you.
