It was tested long before XX century by astronomers so A and B are not correct, D is not correct too because the speed is always the same in vacuum. So we left only with C which is in fact true, though speed of light today is 299,792,458 m/s not 300,000,000. Einstein told us that only light can travel with this speed and no other object in Universe can reach it, but he didn't told us why is it so.
