I concur with you. The problem states "She randomly calls 10 households" so I assume that means she selected them randomly. Regardless, what is said by calling ten households doesn't mean much. The sample size is too small. On the other hand, she called these people and if she got the numbers out of the phone book, she did not make a random selection. I think whoever wrote this question thinks the correct answer should be #2. This is a poorly written question.
