sorry the answer is The problems FDR faced, was nearly 25% unemployment, people losing their homes,their life savings when banks closed, an economic deflationary cycle, that was spiraling out of control. The New Deal was designed to help the public seeking relief. There were no unemployment benefits, no food stamps, no welfare relief, no jobs, no money, no credit available. Also to regulate business and industry, especially the practice of investment banks taking over commercial banks gaining access to depositors money, for high risk investing. And, restructuring agriculture and farm commodities. One of the solutions, was federal work projects where the government hired people to build roads, schools, water and sewer systems. The advantage was it put a lot of people to work, with a way to make a living and support their family. The disadvantage was it did not create real wealth, grow GDP, and the jobs were not long term and permanent. The Banking Act allowed many of the closed banks to re-open. It included a federal guarantee money deposited would covered and paid by the government, should the bank fail. That flooded banks with money and gold people had hoarded, kept under their mattress, putting it in banks, who could loan it out, stimulating spending. The Glass-Steagall Act put up a wall between investment and commercial banks. Agriculture legislation reset farm commodity prices. Fields were destroyed, or left idle, livestock was literally destroyed, to create an artificial decline in supply, and eliminate the over supply. It actually did work. Farmers made more money with higher commodity prices, or government subsidies. Yet, retail food prices did not rise significantly
