Since friction is directly proportional to friction, the coefficient of friction (kinetic or static) is set so that that we can make an equality expression for frictional force. This is kinda shallow though, you might want to look for other people's insight.

"friction is given by the normal force times the coefficient of friction which is different for every material." Careful: the above sentence is correct as long as there is relative MOTION between the surfaces in contact. If surfaces are at rest with each other, friction adapts to other forces acting on the body. The only thing that can be said is that its magnitude is LESS than that of the normal force times coefficient of (static) friction.
