It's a function if it passes the vertical line test. If we want to be more specific, a function is a mapping from one set to another such that for each element in the domain there is only one element in the range.

Well, you're asking a question that can be answered at a lot of different levels, and not providing any context for me to work with. A function can be viewed as a group of ordered pairs, \((x_i,y_i)\). It's a function if for every \(x_i\) there is only one \(y_i\). It can also be viewed as a graph, and if you graph it it's a function if it passes the vertical line test (vertical line only crosses the graph in one place).
