do you mean (q+7)/5 + (q-4)/4 =11/5 ????

so if this is yes than in the first step you need to find the common denominator for 5 and 4 after multiplie those numerators by what you needed and in the next step just make equal the numerator what you have got equal 11 or the numerator from the right parte - so in this way you will get sure the value of q for what value this equation will be right
