I know. It is entirely subjective. "Previous observations and facts" is a duh answer. It could apply to anything in science. The question asks for what *best* describes cell theory, so I would say the answer it wants probably is not this general one...

Obvious. All science is based on previous observation and facts. It is so general that it could be applied to anything in science.

I think it's the 2nd one. Mainly because a lot of the early scientists were in those days.
I think it is the last one. A lot of scientific work went on in the 1600s which had nothing to do with cell theory. Some of it did, but most didn't. And Robert Hooke both invented the microscope (or at least much improved existing microscopes) and used his new invention to see cells for the first time.
