I think it's D, the "back door" excuse. Certain revisionists have pushed the theory that Roosevelt encouraged Japan to attack Pearl Harbor to free him to bring the US into WW2. Japan has no natural resources of its own and when the US hit them with an embargo that starved them of oil to protest their aggression in the Far East against China and other nations, it was seen by the Japanese as a huge provocation. And Roosevelt was keen on getting the US prepared to fight WW2 because he believed that Germany and Japan would eventually target US interests. He couldn't because of the isolationist movement. When Pearl Harbor was attacked, it literally destroyed the isolationist position in one day allowing Roosevelt to get the United States geared up for the fight ahead. But like I said before, it's only a theory that some revisionists are trying to push. The US wanted to use the embargo to get Japan back to the negotiating table. Instead, Japan chose war which no one had expected. For why the others don't really work: A) The US did not attack German ships and subs at the start. They tried to avoid confrontation. B) Roosevelt and others were no fans of appeasement. That was Neville Chamberlain from the United Kingdom. C) Roosevelt did not seek war against the Soviets. Instead, through the Lend Lease Act, he supplied them with trucks, jeeps, and food to help them fight Germany. He considered them ally. E) Roosevelt was no fan of isolationism. He saw the need for the US to get involved in WW2 because of the far reaching effects that Germany and Japan's actions would have, but couldn't do anything directly because his hands were tied by isolationists.
