Why does it take so much heat and pressure to create helium and other elements?

Every atom in the universe once existed in the form of hydrogen. Collisions between hydrogen atoms create larger elements, such as helium. It is difficult to overcome the strong proton-proton (+ vs. +) electrostatic repelling force without a great deal of heat and/or pressure. If it was known or possible under more mild conditions, we'd have nuclear fusion reactors producing cheap and safe energy (as opposed to those scary nuclear fission types).
