I want to know if this is correct "The foreign apparel has been described as barbaric, nonetheless Gulliver willing wears these clothes until he returns to England." especially the punctuation for nonetheless

It should be "This foreign apparel has been described as barbaric; nonetheless, Gulliver is willing to wear these clothes until he returns to England." I added in a semicolon and moved the comma, and fixed the tense of the second part of the sentence.

A period can also be used instead of a semi-colon. Then, capitalize nonetheless.
