okay then, I found two sources: Reserved powers, under the Tenth Amendment to the United States Constitution, powers that the United States Constitution does not give to the federal government, or forbid to the states, are reserved to the states or the people (wikipedia) Reserved Powers - To reserve is to save, in this case all powers not specifically delegated the Federal Government are to be reserved or saved for the State Governments. yes because i didnt know open study had history they just got other subjects im so happy on my geometry i got bad grades then found this cite and got a+s and b+s on them never cs. but on yahoo i found myself failing.
