Not exactly. Ohm's Law, strictly interpreted, applies only to DC circuits, and a transformer in a DC circuit does nothing. (On the input side, it's just wire, and nothing at all happens on the output side.) This is not to say you cannot construct analogs to Ohm's Law for AC circuits.
