If so it was very hard, the North destroyed everything. The buildings, and economy took a brutal blow. The South used slaves for there economy and since the slaves were gone they did not know what to do.

Certainly not. There are any number of reasons why people might be treated unequally before the law. For example, Jerry Sandusky is about to lose his right to liberty. Felons are often not permitted to vote or own weapons. People under the age of 18 are discriminated against when it comes to voting and working and buying liquor. What the Civil Rights laws and Reconstruction Amendments did is say that of all the possible reasons government might have for discriminating between citizens, the one factor it cannot use is race or having been a slave, or descended from slaves.
