First one. it just sounds more correct.
I like the first one, but maybe if it had a couple of commas, it would make more sense to you. Like this... You must edit every email, and letter, that goes out.
I'd go with the first one, it sounds better.

"You must edit every email and letter that goes out." Is correct, you could say "You must edit every email and letter before they go out." Why? I / you / we / they: go. Meanwhile: he / she / it: goes. UNLESS it is a negative sentence. Then always go. Ex: We don't go the speed limit. He doesn't go very fast. She won't go to bed.
