I would say what's sometime's called the "Zeroth" Law: two systems in thermal equilibrium must have the same temperature. This allows him to put a thermometer in thermal contact with the patient, and be confident that the temperature the thermometer reads is equal to the temperature of the patient. This isn't one of the classical three laws, however. I vaguely recall it being introduced by Herbert Callen in his classical graduate text, published in about 1960. A lot of professionals have learned from Callen, however, so maybe that's what's meant.
