! is a factorial. It means you have to multiply all of the stuff before it numerically. For example, 4! means 4*3*2*1 = 24

I would start with the 7! and multiply it out. then multiply the 8 and the 9. and see if any of the answers is the equivilent. 7! would start as 7*6*5...etc. until you hit 1.

you can use a calculator (if allowed). almost every decent calculator has a key with the symbol ! which stands for factorial as @bl4ckj4ck777 told you
