What does this wienn's law wanna say actually?

OpenStudy (anonymous):

ok basically what it says is: λmax is the peak wavelength, T is the absolute temperature of the black body, and b is a constant of proportionality called Wien's displacement constant, equal to 2.8977685(51)×10−3 m·K. This isn't as accurate and only works at high frequencies. on the other hand jeans-rayleigh law only worked at low frequencies. max planck's blackbody equation, which i can't think of right now, is the most accurate.
