y = (3/2)x + 4 The perpendicular line will have the negative reciprocal slope. It will be of the form: y = -(2/3)x + b Substitute the given point for the x and y values and solve for b.

y = -2x/3 + 6 <==================> ANSWER

Thats the answer if you were doing it another way but it seems by the looks of it your doing the opposite so the answer is D y = −2/3x + 3
