this is HL isnt? because Two right triangles are congruent if the hypotenuse and one corresponding leg are equal in both triangles.

H-L theorem is when the corresponding hypotenuses are congruent and a corresponding pair of legs are congruent right? i dont think it refers to if the hypotenuse and the leg are equal

it's actually pretty obvious if you look at it...the left triangle is obviously smaller than the right one
